Ely Halpèrine-Kaminsky was born in Wassilikow (U.S.S.R.) on Apr.9,1858 and died in Paris on Dec. 6, 1936. He began his higher education at the Lycée de Sébastopol and completed his studies at the faculté des sciences in Paris, where he arrived in january of 1880. In 1883 he became a professor of hygiene at the Association of Republican Youth and the editor of the "Franco-Russe," a bilingual publication; the following year he became the editorial secretary of the journals "Science pour tous." From 1884-1894 he was associated with to the department of the Minster of Foreign Affairs and taught for a time at the Lycée Condorcet (1892-1893). Between 1894 and 1902, the Ministers of Foreign affairs and Commerce and the National Office of External commerce assigned him many literary, scientific and commercial missions. He obtained good results with regard to French intellectual copyright in Russia.In 1915 he became a member of the commission appointed to research ways of developing commercial relations between France and Russia. During 1916-1918 he taught Russian at l’École supérieure de commerce and at l’École du haut enseignement commercial féminin. He became a naturalised French citizen in 1900.

A member of the Societé des gens de lettres, and of the Société des auteurs et compositeurs dramatiques, vice-président of the Association internationale littéraire et artistique, delegate of the Syndicat de la presse étrangère, he collaborated with a great number of French and Russian newspapers and reviews including "Le Temps," "Le Figaro," "L’Echo de Paris," "Le Gaulois," "Le Gaulois," "Le Matin," the "Revue hebdomadaire," the "Revue de Paris," "L’illustration," and the "Novosti" of St. Petersburg. He translated the majority of Russian authors into French: Dostoyevsky, Garshin, Gogol, Goncharov, Gorki, Nekrassov, Pushkin, Chekhov, Turgenev, and Tolstoi,1898; Ivan Tourguéneff d’après sa correspondance avec ses amis français ,1901; France et Russie, alliance économique,1904; Lettres de Tourguéneff à Me Viardot,1907; and Tolstoi par Tolstoi,1912.
